Update Issue and Note Feature From Moderator Panel

Created two new staff views to update notes and issues. Created two new URL paths for views. Created templates for each view. Added a "update issue" and "update note" button to the moderator view so that moderators could update individual notes and issues if there is text they want to change. Hooked up and tested all views.
