Gitlab Account Requests - created model and new group, Account Approvers, to create_groups.py

In preparation for eventually folding Gitlab Lobby into this project, created a new model, Gitlab Account Requests, in models.py and registered it with the admin panel. Added language to the readme regarded the updated change. Added "Account Approvers" to create_groups.py
