move rules higher up, should be a noop

We actually missed this the first time we were trying to debug why the job wasn't firing in the styleguide (team#40464 (moved)). It feels better there than all the way down at the end of the file.

I think I added it at the end just because I appended to the file, but it feels more logical to be higher up anyways.
