implement confidential issue notifications through legacy account-keyring lookups

this implements lookups in the old account-keyring repository, possibly the easiest implementation of key lookups we could find.

this also makes it possible for us to trigger a full email redaction pipeline, which currently seems to work.

this does not implement GitLab API lookups yet, but could already enable 100+ users to have real notifications again.
