enable Gitlab Container Registry

The title might be slightly misleading because I am not fully sure if our Gitlab instance supports this feature or not.

When I look in the admin interface, I see no settings related to the Container Registry anywhere and they are documented in Gitlab's admin documentation.

I can use docker login to authenticate with an access token towards gitlab.torproject, but I don't seem able to push any images to my projects.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
