add alerts for apache exporter

Those are all warnings because we don't want the alertmanager screaming over what's essentially an operational detail that could fail for other reaons, without affecting user-visible resources.

For example, in team#41756 (closed), the exporter (or web server?) is misconfigured, yet the service is working fine.
