donate: monitor transaction failure rates

Now that we know those are an issue (tpo/web/donate-neo#135 (closed)), we need to warn about sustained attacks like this. This should still fly below the current noise of failed transactions, which, according to @mattlav, is not currently an issue.

We still plan on improving our response to those attacks in tpo/web/donate-neo#141.
