rdsys: add playbook to alerts and extend the functionality period

Improve the alerts description, and add playbook links.

The period of "ignoring bridges by functionality" is extended to 3h as some rdsys restarts produce this alert as the functionallity doesn't stabilize until 2.5h has passed.
