Tune down the denied client alert

Let's rise the ratio of denied clients we accept, as currently there are plenty of moments with so much denied clients because not enough unrestricted proxies. Also let's take into acount longer periods of agregated data and time the situation has to persist to be alerted, so we ignore spikes.
