There's very little use left for this repository, and it's permanently
archived on GitLab. Local copies should probably be removed.

This will remove problems linked to permissions and the need for new TPA
members to set some global option on the server to disable the error
message related to the repository's ownership.

This will make git run hooks from the .githooks directory that's inside
the prometheus-alerts repository itself.

Currently that directory contains a pre-commit hook that runs unit tests
with podman.

We'll use a dedicated project for now:

Those repositories have been setup with a post-receive hook similar to
what was being triggered with a push from cupani. They are repos with
`receive.denyCurrentBranch=updateInstead` so that they can be pushed
directly without having an intermediate "bare" repository.

The repo is now only on alberti.

Turns out the `True` command doesn't exist so this was working
backwards (ie. it was warning the directory did *not* exist).

This follows the convention where you login to the hostname as root
but to the symbolic name as your own user.

This is to avoid having to create a role user.
