enable environments

this will tweak the deploy-static job to mark it as part of the environment. this will allows us to have multiple parallel review apps for concurrent merge requests, which doesn't work with gitlab pages right now.

this may eventually be merged back into the template.

this requires ci-templates!25 (merged) to work.
