reduce noise on "root" emails

coming back from vacation, i had a lot of Tails reports in my mailbox. I first identified DMARC reports as being problematic, but that was fixed in stop DMARC reports (#18226 - closed)

those, however, remain:

  • debsecan reports (e.g. "Subject: Debian security status of $hostname")
  • "search performance" reports from google
  • apt-listchanges: news for $hostname
  • schleuder: (Subject: Keys check and Subject: Keys update)
  • apt-cacher-ng on apt-proxy (seems to crash on a regular basis, Subject: Cron <root@apt-proxy> test -x /usr/sbin/anacron || { cd / && run-parts --report /etc/cron.daily; }, run-parts: /etc/cron.daily/apt-cacher-ng exited with return code 134)

i suspect those are either useless or show an underlying issue that should be fixed (ac-ng, in particular).
