process survey data

after looking some of the results of the survey (#40061 (closed)) trickle in, it now seems obvious I could have used a simpler data structure for the service table, and that will need some significant post-processing to be useful for the roadmap (#40105 (closed)).

so this ticket is about looking at the responses and make a report out of it, so that we have meaningful data.
