Set DNS for snowflake.torproject.net to temporary faster server

Background: [tor-project] More resources required for Snowflake bridge

I expect to have a faster snowflake bridge installed and ready to use by next Wednesday, 2022-03-16. This is a heads-up that I will need the DNS changed for snowflake.torproject.net then. I don't know the new IP addresses yet. I will update the ticket when it's ready to go.
