tb-build-04 and tb-build-05 running out of disk space

@richard is really nice and doesn't want to bother us, but they are running out of disk on the builders.

we should give them more disk space, which requires a budget approval. @richard or @micah or someone will take care of the red tape and tpa will handle hetzner.

update: plan is to setup two new boxes to replace the two at hetzner

• figure out quote for the servers (@lavamind @anarcat, done, see #40964 (comment 2901313), still valid as of 2023-07-06, 350$/mth per server amortized over 5 years)
• formalize approval (@micah)
• order the servers (@anarcat)
• quintex racks the server (@anarcat keeps track)
• TPA sets it up
• apps team moves over (@richard)
• retire the other two server at hetzner
