gnt-chi cluster retirement
once we have done the mass VM migration from gnt-chi to gnt-dal (#40972 (closed)), we should retire the old gnt-chi machines that are still around.
for each machine, we need to go through the retire-a-host procedure. special care should probably be taken with the SANs as well.

remove from racks (the wipe is done individually, but the unracking will be issued to cymru all at once) update: rack removal requested from cymru
