Merge Tails' "Sysadmin shifts" and Tor's "Star of the week"

Since the Tails+Tor merge started, TPA's been operating a "hybrid" support system where "former Tails sysadmins" and "older TPA members" still don't share all responsibilities equally.

TPA already made significant progress wrt. access to both infras and knowledge sharing, but the list of responsibilities and the processes themselves still need to be merged.

Next steps:

• mid-April - December 2025 -Phase 1 - Triage and organization of incident response
  • coordinate within TPA to start triaging issues and doing incident response together
  • coordinate with the Tails Team a date to stop using tpo/tpa/tails-sysadmin> and start using the TPA labelling system
  • on the chosen date, move all issues from tpo/tpa/tails-sysadmin> to tpo/tpa/team> and archive the former
• January 2026 - Phase 2 - Routine tasks
• April 2026 - Phase 3 - Merged support
