VM for arti test net

We need a VM to start a minimal test net with ARTI. Ideally we need something that could run a few tor nodes (approx 8) where we could run ansible, or we need that amount of node provisioned. The network team has budget for this that could be used to cover the cost of the machine. We need to run this for about 4/6 months probably, not indefinitely.
