audit @torproject.org emails to see who needs a submission mail account
in #41966 (closed), @gus found a bunch of people bouncing around RT, presumably because they don't have a proper mail configuration.
confirm that's the case, then followup with each user to set have their email setup properly.
here are the users with known issues so far, and what the diagnostic is for each user:

next steps

audit the above users to see if (a) they have LDAP accounts and (b) what the RT actions are based on (e.g. using riseup webmail, etc) -
look at our aliases
file to see who does not have a LDAP account (but should), add to the above list or create issues
consider splitting off individual user's account creations in separate tickets.
