fix dmarc tweaks to include good moderation defaults

new lists are created without moderation on posting and on subscription. this creates a perfect storm for spammers, see #42022 (closed). we need to fix our tweak to also adjust moderation, so that we don't make the same mistake when creating the next list.

of course, the long term fix is to not have to tweak new lists, see #41853
