The rationale here is that's already available at the head of the
Python script, and was actually not directly tested recently. I only
put this together from memory (well, git history and guesses) so it
might actually not work at all. It's mostly pseudo-code, and shouldn't
be ran directly.

Instead, explain generally, with words, what the script does.

We keep the pager / disaster stuff at the end of the section so it's
easier to find.

This moves a some documentation out to a better onboarding scenario,
which points to each individual page for specific procedures

I do this because i keep getting lost in the pages. At least now at
the top there will be a pointer to a ticket which has the full list
and identifies the problems clearly.

This is so the document can be read by the new person more easily

This is especially important if we do a vanity host, to avoid breaking links.
