review and reshuffle TPA-RFC-90 (team#42099)

those are many relatively small changes to the proposal, as i mentioned by email. best reviewed commit-by-commit as the larger diff might be unreadable. hopefully each commit is better contained.

there are comments in the diff that should probably be spun off in threads for further discussion...
