Add preferences to opt out of window title and screen security

The devs are adding/have added two additional preferences to allow users to opt out of specific disk leak protections that, while necessary, are detrimental for usability. The features these preferences relate to are:

1. Window title protection on macOS, Linux and windows: tpo/applications/tor-browser#41988
2. Screenshot/Recall protection on Windows only: tpo/applications/tor-browser#43813

We should expose these somewhere in Settings, and so need to decide:

1. Where in Settings? e.g. should we create a new subsection for Disk leaks, and provide an explanation/manual entry for this feature in general?
2. How to explain each preference to end-users.
3. Are they opt-in, or opt-out?
