Link to network-health team wiki for bad-relay criteria and process

I've recently started to document our process of/criteria for dealing with bad-relays in our network-health team wiki. We should link to the criteria and process page on the community portal to make sure that information does not get out of sync once the bad-relay folks start to tweak or amend it.
