First commit for localization section of community portal
I made a start at the localization section for the community portal.
It more or less works locally, but I have a couple of issues:
- I'm not sure how to get the "Localization" sub-menu item to be underlined when in
localization/becoming-tor-translator/ - Not sure how to choose the right template to use for this page
Maybe someone can pick it up and fix those tiny niggles? @emmapeel ? :)
