new bridge setup guide: Void Linux

by merging this request we:

  • add Void Linux to the list of "Bridge Relay Guides";
  • as we have an official obfs4proxy package here, we use it;
    • but, keeping the consistency (taken from ALL guides), we mention about installing from source;
    • building and installing from source reference points to upstream's docs;
  • keep up with previous efforts of adding consistency to all relay setup guides;
  • let the key: empty for now
    • same as GITHUB#163 and GITHUB#164
