Remove DigitalOcean from the list of hosts to avoid

DigitalOcean hasn't been a major Tor relay host for many years, now ranking #41 (closed) in the biggest relay hosts by consensus weight (as of May 3, 2023).

Many non-listed hosts are much bigger than DigitalOcean nowadays (e.g. Contabo, ReliableSite.net, Psychz, et al.) in terms of consensus weight. We should remove DO from the list of hosts to avoid.
