Updated Documentation for Fedora Bridge Technical Setup Guide; Further improvement needed

Documentation for retrieving logs may be outdated since now systemd is used; replaced unused location with a command that provides Tor logs. "TODO", "address@email.com", nor "PickANickname" are present in the torrc file so I replaced them with what is now present. I also added the necessary "sudo" to the installation commands.

Further improvement: ServerTransportPlugin/TODO2 instructions need to be updated. Instructions for configuring Tor Project's Repository need to be expanded as some users may not know how to do this and current instructions are leading to a 404 repo not found error..lr
