Add snowflake proxy instructions to relay setup

Here is a very quick writeup of snowflake proxy instructions for the community pages. They are based on the instructions we currently have on our wiki

I am not familiar with lektor so I don't actually know if this code is valid. But it's a start on the instruction content at least. Is there a way to stage this to see how it looks before deploying it?
