Add a CAPTCHA on the newsletter subscription page

The "simply" adds a CAPTCHA to the newsletter subscription page.

I modeled the behavior of the form on the main donation page (especially the validation bits).

On my local machine I've tested this to work up until it attempts to write to the Redis backend, and raises an exception.
