Implements (initial) front-end implementation for donate-neo project - SASS, JS, and Django Jinja templates containing HTML. Note that branch contains FPO content (for production only) in some places; this is intended to prevent site from breaking before back-end is fully implemented, and ergo to allow for straightforward site review in staging environment.
