I56 badge campaign

Context: #56

These two commits Change the hoodie perk to the tor badge, hide the sweatshirt size select, and mark the size field as not required.

The current image is badge-promo-2.jpg, but we can change the image to any of the others

This shouldn't be merged until December 6th, when the campaign starts.
