Add 'New Identity' feature doesn't work in Tor Browser Android to known issues

bug report: tpo/applications/tor-browser#42589

Let's add a note about this to the 'Known Issues' section on Mobile Tor, as this is one of the platform parity features with Tor Browser for Desktop and we are getting a lot of user reports since the Tor Browser 13.5 release.
