[Mobile Tor][Known Issues] Add the issue "can't upload files with Tor browser on Android" to "Known Issues"

In the past few weeks we have got numerous complaints around this issue: #40283, both on frontdesk (6 active tickets) and on #tor IRC channel. We need to add this is to the 'Known Issues' section for the time being.
