add webtunnel to circumvention section and update snowflake's description

1. add webtunnel to circumvention section of the manual.
2. @gus, I modified the description of snowflake a bit, borrowing the text from what we have in the "Select a built-in bridge" card in Tor Browser. Let me know what you think!
