WIP: Add a README.md file that explains how to setup the styleguide locally and how to get the css/scss file

Created a README file to help new users run the style guide. I set this to a work in progress because I was able to get the template repository to run with the 'lektor server' command but not this repository, so perhaps I'm missing something with the instructions?
