Tor ChangeLog link change

Current ChangeLog link here https://www.torproject.org/download/tor/ is wrong.

In https://gitlab.torproject.org/tpo/web/tpo/-/blob/main/templates/download-tor.html,

this line: {% set changelog_link = 'https://gitweb.torproject.org/tor.git/plain/ChangeLog?h=tor-' + t.version %}

Should be something like:

https://gitlab.torproject.org/tpo/core/tor/-/raw/release-' + t.version + '/ChangeLog
