Draft: Force db.tpo links for users having nickname@torproject.org keys.

Unfortunately only a handful of users could be fixed this way (including myself), because many don't have keys which could be located by `gpg --locate keys ${nickname}@torproject.org': either they didn't upload the key, or the nickname used for their people card doesn't map to their tpo email 😞

Clearly #332 needs more (manual and human) work.
