restore colorful banner on membership page

While working on the membership page I noticed an issue with the bottom "Become a member" section. The template seemed to suggest that a coloful background image is supposed to appear there, but due to a bad URL it was not showing up.

Here I fixed the URL and tweaked the template slightly. I think it gives the membership page a welcome little extra oomph :)
