This reverts commit de7ed2fd.

Once upon a time it made sense to keep all the Debian files in the
main Tor distribution, since repeatedly merging them back in was hard.
Now that we're on git, that's no longer so.

Peter's debian repository at debian/tor.git on our git server has the
most recent version of the tor-on-debian packaging stuff, and the versions
in our own repository have gotten out of date.

Resolves bug #1735.

Therefore remove them from debian/tor.docs.  No longer shipping
parts of the website also closes: #443560.  Also no longer distribute
doc/TODO and doc/HACKING in the debian package.

Remove debian/hexdump-*.pdf (which we used to work around fig2dev bugs),
no longer build the paper in debian/rules, and remove it from
debian/tor.docs.  No longer build-depend on texlive-base-bin,
texlive-latex-base, texlive-fonts-recommended, transfig and
ghostscript.

Do not patch the default torrc to include settings we really want.  Instead modify the compiled in default options.

* Build tor-design.{pdf,ps}, wich adds new build-dependencies: tetex-{bin,extra}, transfig, and gs.
* Support DEB_BUILD_OPTIONS option 'nodoc' to skip building tor-design.  With nodoc the build will not need tetex-{bin,extra}, transfig, and gs.
* Support DEB_BUILD_OPTIONS option 'nocheck' to skip unittests ('notest' is an alias')
