Update the documentation for ExitRelay

In #21530 (moved) in 0.3.5, we changed the default of ExitRelay: relays used to be exits by default, but now they are not.

But we forgot to update the documentation.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
