There was an error in the previously pushed ci pipeline script that caused the build to fail. This has been fixed.

This MR also includes the updates to the Cargo.toml files for lox-library and lox-utils that are required for a new version to be pushed to crates.io. This has now been completed. Closes #80 (closed)
