what do we do with unknown BridgeDistribution requests?

Currently if a bridge has a bridge-distribution-request not part of the configured distribution mechanisms rdsys will automatically assign that bridge to a distributor. Does it make sense to treat those cases as none? The operator seems to have done a mistake but their intention was not to be automatically assigned to a distributor.
