can we distribute bridges with unrechable ORPort?

AFAIK if a bridge doesn't have the ORPort public the bridge authority will don't add the 'Running' flag, but will still add the bridge to the bridge descriptors. Is that correct?

rdsys currently doesn't distribute bridges that don't have the 'Running' flag. Maybe if we start ignoring the 'Running' flag, and just use bridgestrap to check if a bridge is working, we can allow bridge operators to publish bridges with only the PT port accessible.

If so we could close tpo/core/tor#7349
