Set up a staging server

To be able to experiment with things we want a staging server of rdsys.

• get a new VM for it (tpo/tpa/team#41297 (closed))
• generate fake descriptors (#171 (closed))
• test accounts for gettor

  • gitlab
  • archive.org
  • google drive
• test account for telegram bot
• write an script to automatize the cleanup and deploy
• document the setup in the wiki
