Change Description

Copied over the .gitlab-ci.yml from tor-browser into android. In tor-browser we run tools/torbrowser/l10n/combine-translation-versions.py. In firefox-android, rather than copy and paste the script, we instead pull this script from tor-browser and then run it for the local repo.

/cc @dan and @clairehurst I've hardly done any work with the android repo, so please let me know of anything I might not have considered.

How Tested

I only ran python ./fenix/tools/tba-fetch-tor-browser-script.py locally.

Otherwise, I imagine the CI will run mostly the same as in tor-browser.
