Use translation CI in android

#42305 (closed) added some CI for automatically moving strings from tor-browser (desktop) to the translation repository.

The CI and bot seem to be working well, so I think we can do the same in android.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
