Bug 40075: Create destination directory when creating input_files with `content`

boklm requested to merge boklm/rbm:bug_40075 into main

I tested that the patch is fixing the issue while working on tor-browser-build#41083 (closed) (in branch https://gitlab.torproject.org/boklm/tor-browser-build/-/commits/bug_41083).

This commit is adding files like filename: debian/changelog to input_files in projects/browser/config which were having the issue.
