Migrate "Tor-Friendly Applications Best Practices" from legacy wiki

Can we migrate the Tor-Friendly Applications Best Practices from the Legacy wiki to the Applications Team wiki? I have some improvements I would like to suggest for the document, which are presumably blocked by migrating it to a non-legacy wiki.
