We also add android download json files (#40110).

The new macos mar and dmg files contain both x86_64 and aarch64 builds
for macOS.

In projects/release/update_responses_config.yml and
tools/signing/nightly/update-responses-base-config.yml we update the
build_target to mar_osname mapping to use `macos` instead of `osx64`.
We also add the new aarch64 build_target (Darwin_aarch64-gcc3).

We update update_responses to take into account the new dmg file
names using `macos` instead of `osx64`.

We also update tools/dmg2mar and various signing scripts for the
`osx64 -> macos` change in both mar files and dmg files.

Since we have packaged locales, we do not have to include language packs
anymore.

Also, we have decided that we are not switching back from multi-lingual
packages, so we remove the support to single-lingual packages to
simplify the browser project.

We do not bundle HTTPS Everywhere anymore, so we do not need to add it
to local builds anymore.

With c52bc0e5, projects/tor-browser was
renamed to project/browser. However we forgot to update that path in a
few files:
- LICENSE
- tools/changelog-format-blog-post
- .gitlab/issue_templates/Release Prep - Alpha.md

This one will need to be updated after 12.0 stable is released:
- .gitlab/issue_templates/Release Prep - Stable.md

* use projects/android-toolchain/config to download android build-tools
* download unsigned apk files for pkgstage and upload them to pkgstage
  when signed
* use set-config.android-signing

Since build-sunet-a and fpcentral don't exist anymore, we can remove
the tools/ansible directory.

Use --batch --no-tty to avoid an error when running the script without
a tty:

  gpg: cannot open tty `/dev/tty`: No such device or address

- Automatically change to ~/$tbb_version directory
- Allow setting password with an environment variable (useful for
  tor-browser-build#40476)
- Make it possible to run the script as any user, and only run the
  osslsigncode command as the yubishm user

Update linux-signer-authenticode-signing to version currently in use.
